50 Meter Free in 21 seconds Long Course vs 23.5 seconds Long Course

To all those competitive swimmers,

It seems, when looking at Fina times, hundreds and hundreds of men are swimming 21 seconds (or at least under 22 seconds) for 50 meter free long course. They seem to all be around 185cm and 85kg. Although whats the difference between a 23.5 and a 21. People on my team are 185cm, are sprinters, have perfect technique (and are on the Olympic Team), but cant crack the 23 second mark for the 50 meter freestyle. While, some Italian kid who is 180cm, 75kg is consistently swimming 21 seconds LONG COURSE. What separates a 23.5 from a 21. It seems impossible to get down to a 21 BUT SO MANY PEOPLE NOW ADAYS HAVE IT???!!!

P.S. If I am swimming a 25.8 seconds long course 50 meter free and am 16 (62kg), is it humanly possible to ever swim a 21 seconds?
