Ideas how to re-start Masters club swimming after COVID-break?

Yeah, in a lot of places in Europe club swimming will start again these days or rather soon after at least 7 months and up to 15 months of closed swimming halls. While competition swimmers usually had extensive dry land and open water training and for kids training it isn't unusual to start training from blank, I am thinking about this middle spot: Masters. Swimmers from 30-60 years with paces between 1:10 and 1:40 per 100m before the pandemic, able to swim all strokes rather good but without the fine technique or strength to compete in races, doing 2-5h of trying a week.

Do you guys have any ideas how to design the start in regards of training? Those people usually trained on low intensity for decades and I would like to think this break could be a chance to leapfrog some technical aspects as the routines are purged from the muscle memory now. But then, how to you build up the strength and endurance starting from near zero with these adults? Is there a system that has been tried in other parts of the world? Or just good ideas?
