How to overcome the fear of water and drowning?

Hello all,

When I was a kid I had an accident in the sea where my aunt took her eyes off me for a second and I woke up on the shore, after that I didn't take any liking to swimming. Now at 22 years old, I am trying to learn how to swim, and it has been a slow process. Over the past year, we went swimming between lockdowns in the swimming pool, and I moved on from holding the board to swimming with a noodle. Just recently I managed to do a couple of strokes towards my partner without any help from a noodle, but I constantly have this fear of falling into the water and drowning. My partner is a step away at all times making sure I am fine but the fear is just paralyzing every time he moves out of reach.

I know many people will say just jump in the deep end and you'll be fine, but that is just not something I would be able to do, I simply panic, and the more I panic the less I want to continue with learning how to swim. I am just looking to hear from people who overcame their own fear of water/swimming/drowning etc. Maybe listening to others who also shared this awful fear but overcame it will help me with overcoming mine, any tips are welcome.
